The first three years of a child’s life are a critical window that often comes with big questions, especially for first-time caregivers. For children in foster care, having the right support during this time can make a life-changing difference.
To support our foster families caring for infants and toddlers, we created Zero2Three: a division of The Villages of Indiana dedicated to serving children ages 0–3 and the caregivers who love them. We connect foster parents with trusted early childhood specialists, practical guidance, and one-on-one support so your youngest foster children can grow, thrive, and feel safe from day one.
When you foster with The Villages, you’re never alone. With Zero2Three, you have a community of dedicated infant specialists in your corner every step of the way.
Foster families caring for children ages 0–3 receive access to specialized services beyond standard case management, including:

Your dedicated case manager is specially trained in infant attachment, early childhood development, and the impact of early trauma. They help with everything from building bedtime routines and recognizing developmental milestones to identifying community resources and spotting early warning signs.

Our team helps identify and address developmental delays early, so children get the right support at the right time.

Our Occupational Therapists work with young children to improve their ability to play, regulate emotions, and manage daily routines.

Specialized therapy that supports both children and caregivers in building secure, healthy attachments from the very start.
